To qualify my answer, I think in a lot of situations, there's a way to achieve something if you try. I also think there are many situations where the amount one has to try is out of proportion with the gains, or may be a lot more than others in different situations have to try to get the same thing. Further, I think there are situations where no amount of trying will get what one wants. E.g., I don't believe it would be possible to, say, time travel to my past, pick up my former self, and throw me hard enough to launch me into orbit : )

If it's about internal effort, then yes. If the thing to be accomplished requires or involves others' I think it is not always possible.
